Reliable street-map software for Palm PDA not requiring internet connection?

I just got my new Palm Centro (Verizon) smartphone and I need mobile streetmaps with route-mapping feature on it. Doesn't matter if it's free (open source) or not-so-free, nor does it doesn't matter if it has a desktop PC counterpart. I just need a *reliable* street map software that does NOT require the following:
1) a data plan (can't afford one right now)
2) GPS functionality (Centro doesn't have it built-in and I don't want to buy the hardware add-on)

…and has the following features:

* can create routes from point A to point B with turn-by-turn directions
* can have all my maps on the Centro's SD card
* can regularly update streets/corrections on maps (via internet on desktop PC or manual "drawing" feature of some sort)…OR the maps are CONSTANTLY updated throughout the year (meaning I don't need to wait a whole year to get updated street-change info).
